Fewer visible choices do not excuse missing context or difficult exit paths. When is the complete website the better investment?
Choose the broader website when people must compare several services, validate the organisation, understand a complex process, revisit resources or arrive through many different questions. It also provides a maintained home for content that campaigns can reference. A single campaign page becomes strained when it must serve prospects, clients, recruits, partners and every service at once.
For organic discovery, create a coherent site for people rather than a collection of isolated campaign variants. That does not require a large site; it requires enough distinct, connected answers. A focused business may still have a compact website with only a few substantial pages. Host campaign pages under a controlled business domain where practical, keep brand and factual claims consistent, and link to supporting information a visitor may reasonably need. When the campaign ends, decide whether to update, redirect or retire the destination instead of leaving expired promises accessible indefinitely.
